Executive Committee members present: Richard Edwards, Jennifer Yeh, Marian Spath and Marguerite Zolman,&lt;br /&gt;&lt;br /&gt;FireMed: Bart Knoll, Director&lt;br /&gt;Mr. Knoll discussed the benefits and privileges of FireMed Amulance membership.&lt;br /&gt;FireMed is the emergency lifesaving membership program of the Eugene, Springfield, and Lane Rural Fire Departments. The cost of FireMed Basic membership is $62 per year, and the cost of FireMed Plus is $97 per year. FireMed membership covers applicable patient outof-pocket expenses for emergency ambulance transportation to the nearest appropriate hospital, compared to a possible $2,000 fee without FireMed coverage.&lt;br /&gt;&lt;br /&gt;Officials’ Reports:&lt;br /&gt;Representative Nancy Nathanson. She represents about 58,000 citizens in Harlow, Cal Young, River Road, Santa Clara, and Whiteaker neighborhoods, as well as part of Jefferson neighborhood and the Eugene downtown. Her present projects include incorporating recommendations to the government efficiency task force to improve cost effectiveness where state and county services overlap, creating excessive bureaucracy and paper work. A second focus is unifying the court system fees, which currently are a hodgepodge of fees added on by different courts. Representative Nathanson also is continuing her efforts to improve the rail system.&lt;br /&gt;&lt;br /&gt;Eugene Police Department, Sergeant Michael Gilbert. Sgt. Gilbert reported that, despite the perception, crime has not risen because of the new bike bridge connection over I-5. He introduced several charts of data confirming this. He encouraged the audience to report all crimes either by telephone or by utilizing the online City website link to the police department. Graffiti should be reported, and, if possible, photos should be included with the report; these facilitate arrest by revealing style used. Graffiti is now painted over by police department volunteers, since budget cuts have eliminated actual department personnel.&lt;br /&gt;&lt;br /&gt;Candidate Forum: County Commissioner Position #2&lt;br /&gt;&lt;br /&gt;On May 18th, the Primary elections were held but none of the seven candidates for County Commissioner Position #2 received more than 50% of the vote which was required for an outright winner. The result of the Primary is that the following two candidates, who received the most votes, would be listed on the ballot in the run-off election in November.&lt;br /&gt;&lt;br /&gt;Pat Riggs-Henson, Democratic nominee, spoke about her walking tours of Harlow Neighborhood prior to the election, a practice she plans to continue until the final vote for Springfield Position #2 in November.&lt;br /&gt;&lt;br /&gt;Sid Leiken, Republican nominee, was invited but did not appear.&lt;br /&gt; &lt;br /&gt;Announcements:&lt;br /&gt;&lt;br /&gt;Movie Night, July 14, Willakenzie Park&lt;br /&gt;&lt;br /&gt;National Night Out, August 3, 6-8 p.m., Alton Baker Park is an opportunity to gather and meet your neighbors in HNA and Cal Young. All attendees&lt;br /&gt;introduced themselves.&lt;br /&gt;&lt;br /&gt;Approval of Minutes&lt;br /&gt;The Setember 16, 2009, General Meeting Minutes were approved.&lt;br /&gt;Speaker’s Forum:&lt;br /&gt;Jon Ruiz, City Manager&lt;br /&gt;&lt;br /&gt;Mr. Ruiz responded to several questions/concerns posed by audience members:&lt;br /&gt;1. Street problems off Harlow, particularly Arcadia Drive, an unimproved street; possible&lt;br /&gt;solutions:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Will follow up on Harlow sub-committee report of January 28, 2009&lt;/li&gt;&lt;li&gt;Because Arcadia is a collector, City could share assessment cost&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;City could change ordinance prohibiting other users of Arcadia paying part of&lt;br /&gt;assessment ; City Council will evaluate ordinances at a future time&lt;br /&gt;&lt;br /&gt;2. Will check into lack of sideway on part of Garden Way&lt;br /&gt;&lt;br /&gt;3. Traffic-calming device that was banned by Fire Department has been redesigned to&lt;br /&gt;address problem&lt;br /&gt;&lt;br /&gt;4. Michael Kinnison will investigate problem of parking on Rustic Street that constricts&lt;br /&gt;driving area&lt;br /&gt;&lt;br /&gt;5. Bob Kline will investigate private traffic-calming installation&lt;br /&gt;&lt;br /&gt;6. Strategies in downtown development:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;One “big” project not the answer&lt;/li&gt;&lt;li&gt;EWEB river site will help development overall&lt;/li&gt;&lt;li&gt;Creating hubs of activity, then connect them in interesting ways &lt;/li&gt;&lt;li&gt;Land values don’t support private development, necessitating public expenditure&lt;/li&gt;&lt;li&gt;Public safety being addressed; street “problems” may be more a matter of perception than&lt;br /&gt;reality&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Lt. Rich Stronach, Eugene Police Department&lt;br /&gt;&lt;br /&gt;1. Ongoing negotiations for Country Club Road property, former Qwest Call Center;&lt;br /&gt;purchase would necessitate retrofitting and repairs&lt;br /&gt;&lt;br /&gt;2. Downtown public safety an issue because of LTD bus station&lt;br /&gt;&lt;br /&gt;• Task force (Police/City/business owners) created to deal with problem&lt;br /&gt;• Portland’s downtown development a national model, useful in Eugene&lt;br /&gt;• Budget constraints; however, need to improve situation before new businesses would be&lt;br /&gt;interested in locating downtown&lt;br /&gt;• Red Hats hired by Downtown Eugene Incorporated to serve as guides, spotting trouble&lt;/p&gt;&lt;p&gt;3. Department now concentrating on “hot spots” of property crimes&lt;/p&gt;&lt;p&gt;&lt;br /&gt;4. Officers serving at football games do not deplete roster of Eugene officers on duty&lt;/p&gt;&lt;p&gt;&lt;br /&gt;5. Volunteer programs relieve officers of non-policing duties, including daily prep of&lt;br /&gt;police cars, graffiti removal&lt;/p&gt;&lt;p&gt;&lt;br /&gt;Richard Edwards, HNA Nominating Committee Chair&lt;br /&gt;The Association is in need of a new Chair, as well as more Executive Committee&lt;br /&gt;members.&lt;/p&gt;&lt;p&gt;&lt;br /&gt;Michael Kinnison, Neighborhood Services&lt;br /&gt;1. Mr. Kinnison echoed Mr. Edward’s request, noting that sizable participation in&lt;br /&gt;neighborhood associations carries more weight with the City&lt;br /&gt;2. Not all 21 associations are active&lt;br /&gt;3. Department now under aegis of City Manager’s Office, along with Human Rights and&lt;br /&gt;Sustainability Departments&lt;/p&gt;&lt;p&gt;&lt;br /&gt;HNA Updates: Bob Kline&lt;br /&gt;1. Featuring a tabletop discussion of the current Pandemic Influenza (H1N1). Lane County Commissioner Bill Fleenor will give a brief speech congratulating participants and will present Certificates of Completion to them.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Who:&lt;/strong&gt;&lt;br /&gt;Forty Community Based Organizations that provide services to the homeless have completed a 6-month program that helped them learn about, develop and implement Emergency Plans for their agencies. Participants include shelters, food pantries and churches. This project was offered by Lane County Public Health's Emergency Preparedness program, with funds from the Centers for Disease Control and Prevention (CDC). This is currently the only project in the nation that combines a series of workshops and one-on-one mentoring to promote completion of Emergency Plans.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Where and when:&lt;/strong&gt;&lt;br /&gt;The workshop will be held Wednesday, September 9 at the Holiday Inn Hotel, 919 Kruse Way, Springfield. The workshop will begin at 9 a.m. for participants.&lt;br /&gt;&lt;br /&gt;About the ProjectThe Preparedness Mentoring Project is a one-year project funded by the Centers for Disease Control and Prevention (CDC). The grant was awarded to Lane County Public Health and the State of Oregon’s Public Health Preparedness Office. Our mission is to empower organizations serving the homeless in Lane County to become resilient during a disaster.&lt;br /&gt;&lt;br /&gt;Using the Prepare to Prosper model, agencies and individuals enhance their potential to carry out their mission during and after an emergency and continue to provide essential services to the most vulnerable in our communities. CERT trains citizens to be prepared to respond to emergency&lt;br /&gt;situations within their communities. Trained CERT members are able to give critical&lt;br /&gt;support to first responders, provide immediate assistance to victims, and organize&lt;br /&gt;spontaneous volunteers at a disaster site. CERT members may also help with nonemergency&lt;br /&gt;projects that improve the safety of a community.&lt;br /&gt;&lt;br /&gt;CERT courses consist of a series of eight classes, which focus on disaster preparedness,&lt;br /&gt;disaster fire suppression, basic disaster medical operations, and light search&lt;br /&gt;and rescue operations. Each course concludes with a mock-disaster&lt;br /&gt;drill, which tests the participants training.
